The mansion property is located in the advanced brigade of Jinyin Lake in Dongxihu District. The first phase includes 512 sets of non-blank houses in residential quarters and 108 suites in villa areas. However, when the house was handed over, most houses were not equipped with floors, residential roads were not completed, and water and electricity were not completed. According to master tong, who contracted the first phase of non-blank residential quarters in Fushang, the materials were provided by the developer, who was only responsible for decoration, and the floor and doors were installed by the supplier; Because some materials are not in place, there is still finishing work in the decoration. The property was postponed for three times, which made the owner unbearable. Jiangshang opened on September 15, 2013, and the delivery time indicated at the opening was September 2014. However, when the delivery date was approaching, the developer suddenly issued the Notice of [Jiangshang] Delayed Delivery to the owner, which changed the delivery date to December 2014. The owner said that after the developer’s first extension, the project property was still on sale, and the statement that "the property will be delivered at the end of 2014" attracted many new buyers. However, at the stipulated delivery time, the developer stood up again. For the developer’s second break, some owners defended their rights on December 28th, 2014. On the day of rights protection, the developer extended it again, saying that the house will be delivered on September 28th, 2015, and the liquidated damages will be settled together when the house is delivered. This delivery date has been one year later than the initial delivery time.

Buildings 2, 3 and 4 sold by Jiangshang received pre-sale permits in 2012 and 2013 respectively, and the delivery date for filing was also September 28, 2014. But so far, there is no public notice of the completion of these three buildings in official website, which shows that the conditions for handing over the house are not yet available. There are rumors that the property can’t be delivered because the developer’s capital chain is broken, and the progress of the project is difficult to advance. Some owners want to return a house through legal channels but are told by the developer that there is no money to return.
