Money, no refund! I spent 6000 yuan to buy a fitness card, but the gym didn’t open and I didn’t give a refund.

CCTV News:All along, many "gyms" have implemented the consumption mode of membership and prepaid cards. However, this mode of operation has also brought troubles to many consumers. Not long ago, Ms. Jin in Shenzhen was miserable because of a fitness prepaid card. In July last year, Ms. Jin met a salesman who claimed to be Shenzhen Sailewei Fitness Management Co., Ltd. in the community. He claimed that a branch would be opened soon in this community, and a certain amount of money would be pre-stored and a fitness annual card would be applied within one week, which would give a great discount. Subsequently, with the assistance of the staff, Ms. Jin signed a fitness membership contract and paid 5996 yuan for a personal supreme five-year card. However, the gym in Ms. Jin’s community has not been opened for a long time. After half a year, the opening plan of the store has been cancelled.

It is difficult to refund prepaid cards. Fitness institutions say that they can only transfer to stores for consumption.

The gym didn’t open at all, but the prepaid money was still in the card. After the incident, Ms. Jin repeatedly communicated with the staff of Sailewei Gym and wanted to get her money back. But the answer she got was that she couldn’t get a refund and could only transfer to another store for consumption.

Ms. Jin, Consumer:He forced me to go to their other gym all the time, but I said I wouldn’t go. I run a gym in our community, but now you don’t open it. I think you should give me my money back.

The reporter’s investigation found that in addition to the unopened branch in Ms. Jin’s community, Sailewei Company has two stores in Shenzhen, of which Nanshan Store ceased to operate in March this year. In order to find out the truth, the reporter came to … … In Shuisong Building outside Xiasha subway station, the number of "Sailewei Fitness" is clearly hung on the first floor of the street. The reporter saw in the reception hall of the gym on the third floor that the whole wall behind the service desk was marked with the English sign of "Sailewei Fitness". After the front desk staff learned that the reporter had come to know about the refund, they called the fitness consultant for reception.

Reporter:What about her five-year card? Don’t return it?

Gym staff:Her card can be stopped and she can be transferred here to exercise.

  Reporter:Can’t I get a refund?

Gym staff:I told you, I can’t return it, and Sailawei went bankrupt, which has nothing to do with us.

Reporter:Who does the member go to in this situation?

Gym staff:There’s nothing we can do, and I don’t know who you should go to.

Ms. Jin has repeatedly communicated with the staff of the fitness chain about the refund, and the negotiation has been unsuccessful. Up to now, the full refund has not been made.

Consumer Council of Shenzhen: Refund of fees and running away become a hot spot of complaints.

Like Ms. Jin, it is not uncommon for a card to be returned after one minute. Recently, the Shenzhen Consumer Council released a set of data. From January to October this year, there were more than 19,000 prepaid consumer complaints. The number of complaints about the fitness industry is increasing exponentially year by year.

Feng Nianwen, Secretary General of Shenzhen Consumer Council:There are two typical situations. One is that after paying the advance payment, the consumer finds that the quality commitment of the service is not as good as the information that the consumer was informed at the beginning, that is, the goods are not on the right board, simply speaking. The second is to run away with prepaid consumption. After the consumer pays a sum of money, the business disappears.

According to the staff of Shenzhen Consumer Council, the number of complaints about the fitness industry is increasing exponentially year by year. It mainly focuses on five major issues, such as fee refund, merchants running away, closing doors, private education, merchant transfer, card transfer and card suspension. Among them, the problem of refund is the most, accounting for 34.39%, followed by the problem of merchants running away and closing doors, accounting for 24.54%. The Consumer Council of Shenzhen pushed the operators who "ran away" in the prepaid consumption field and failed to refund the prepayments of consumers as agreed, and their main responsible persons to the Shenzhen Public Credit Center for public disclosure through the Shenzhen Credit Network.

Pre-paid consumer complaints become hot spots. Supervision should start from the source.

Since 2014, prepaid consumption has been a hot issue for national consumer organizations to accept complaints. So, how can we curb such problems from the source?

Experts introduced the Measures for the Administration of Single-use Commercial Prepaid Cards (Trial) promulgated by the Ministry of Commerce on September 21, 2012. The "Measures" stipulate that enterprises issuing prepaid cards should go to the commercial department for filing within 30 days after issuance, and deposit depository funds in commercial banks according to a certain proportion of the funds received in advance. However, in reality, whether an enterprise has filed a record or deposited funds basically depends on the voluntary self-discipline of the card-issuing enterprise, and the use of funds is even more difficult to track and supervise.

Experts said that at present, China has not standardized the subject and behavior of issuing cards in a targeted manner in combination with the characteristics of prepaid consumption, which leads to the lack of feasibility and timeliness in the process of standardizing prepaid cards. Protecting rights afterwards is a passive move. The key to prevent the phenomenon of prepaid card consumption from flooding is to supervise from the source.

It is understood that in August last year, the General Office of the State Council issued "Opinions on Standardizing the Development of Off-campus Training Institutions", which requires that the state regulations on financial and asset management should be strictly implemented, and the charging period should be coordinated with the teaching arrangement, and the fees that span more than three months should not be charged at one time. In addition, some places are also actively exploring corresponding management methods. Recently, the Beijing Municipal Bureau of Market Supervision, the Beijing Municipal Bureau of Commerce, the Beijing Municipal Education Commission and other units have drafted seven documents, including Opinions on Strengthening the Management of Prepaid Consumer Market (Draft for Comment), and publicly solicited opinions on the website of the Beijing Municipal Bureau of Market Supervision.

Chen Yinjiang, Deputy Secretary General of china law society Consumer Protection Law Research Association:In this draft for comments, for example, before you issue a card, you must go to this kind of relevant department for the record. (Delete) Then it means that the regulatory authorities know all about this fund that you are operating. Then if you have obvious problems, it can be to take some timely measures.

The Measures of Zhejiang Province for the Implementation of the Law on the Protection of Consumer Rights and Interests in People’s Republic of China (PRC) stipulates that "business operators can only issue single-use commercial prepaid vouchers six months after the date of approval and registration of their business licenses". "The amount of a single registered prepaid voucher provided by an enterprise as a legal person shall not exceed 5,000 yuan, and the amount of a single unregistered prepaid voucher shall not exceed 1,000 yuan."

The Regulations on the Protection of Consumers’ Rights and Interests in Jiangsu Province stipulates that if an operator provides goods or services by issuing a single-use prepaid card, the consumer has the right to ask for a refund without reason within 15 days from the date of payment. A single registered card shall not exceed 5,000 yuan, and a single bearer card shall not exceed 1000 yuan.

Minions, Sinking Warehouse+Shunting Warehouse for stocking … This year’s "double 11" EMS is particularly hard.

Zhejiang Online November 17th (Zhejiang Online reporter Sun Yan correspondent Qu Chen Qian Bingbing)On the morning of November 11th, shortly after Ms. Wang, who lives in Xiasha, Hangzhou, emptied her shopping cart, someone rang the doorbell …

As soon as Ms. Wang opened the door, she couldn’t believe that the first package of "double 11" arrived so quickly-a tissue delivered by Zhejiang EMS.

How can Zhejiang EMS be so fast this year? It turns out that in order to further improve the processing and distribution speed and ensure the customer experience, Zhejiang EMS has used many "secrets" this year.

"Minions" is mounted and automatically sorted.

"double 11" is bought more and more year by year. "Can I get my package as soon as possible" is everyone’s greatest concern. To this end, Zhejiang EMS invited a "online celebrity"-sorting robot to help this year.

Walking into the second floor of Hangzhou Mail Processing Center, about 700 yellow sorting robots, which are similar in appearance to household sweeping robots, are carrying mail and are busy on a steel platform with an area of more than 3,000 square meters.

The round figure is matched with a bright yellow "coat", and the robot has a cute temperament. They not only have lovely shapes, but also have powerful processing capabilities. People like to call them "Minions".

This year’s "double 11", if you get the parcels from EMS, they probably sort them. They have contracted processing centers in Hangzhou and Yiwu.

In Hangzhou Processing Center, this sorting system is divided into more than 500 sorting grids according to the main cities where the mail is delivered. Through the scanning system of computer, camera and two-dimensional code, when the mail is placed in Minions, it can accurately identify the corresponding sorting grid on the mail list, guide Minions to the designated location, and send the mail to the grid and fall into the mail bag below the platform. When the bag is full, it will automatically light up to remind the staff to seal the bag car.

According to the person in charge of Hangzhou Processing Center, compared with the traditional manual processing, the accuracy of computer identification and sorting is close to 100%, and the sorting volume can reach more than 30,000 pieces per hour. The efficiency and accuracy of manual sorting are incomparable.

Compared with large-scale sorters, Minions is still a "small and quick", with less land occupation and investment, and more mail sorted per unit space.

In the past few days, "double 11", "Minions" can add more than 200,000 sorting volumes for the Hangzhou processing center every day, so you don’t have to worry about the explosion of mail in the processing site.

Sinking bin+shunting bin mode, stocking in advance.

In addition to the new weapon "Minions", this year, Zhejiang EMS also teamed up with Ali Rookie to make a new move in mail delivery. For several Tmall explosive products such as Velocide laundry detergent and Vida tissue, a "sink warehouse" was set up in Jinhua, Zhejiang Province and "distribution warehouses" in seven cities including Hangzhou, Ningbo and Jiaxing to stock and package them in advance.

During the "double 11" period, the Tmall explosive orders with the receiving address in the province were directly transmitted to the nearest warehouse through the information system. The warehouse printed the face sheet, posted the sheet for delivery, loaded the car and delivered it, which saved the links of picking and packaging and handling the site, and there was no backlog of mail, which greatly improved the delivery speed.

The warehouse shipment is fast, and the time for express delivery to everyone is shortened. This is also the purpose of Zhejiang EMS to add "small night shift" delivery in major cities in the province.

Hangzhou Wuchang Business Department, where Zhejiang EMS recruiter Zhong Chenglong is located, has undertaken the delivery task of many rookie shunting warehouses. "The rookie Hangzhou shunting warehouse delivered the mail on the same day, and we tried to finish it all on the same day. Not only do you feel good, but the company also gives the courier a certain reward. "

At 8: 00 pm on November 11th, Zhong Chenglong, a recruiter of Zhejiang EMS Wuchang Business Department, packed the mail neatly in the mail car and prepared to leave for delivery.

"During the period of double 11, in order to finish the processed and sorted mails early and let them reach the citizens as soon as possible, we specially increased the night shift delivery". Zhong Chenglong told reporters.

One night’s night shift delivery, Zhong Chenglong has been busy until 11: 30, sending out about 100 emails. He delivered a lot of paper towels, laundry detergent and mineral water weighing several kilograms one by one. "These mails are too big to put in the express cabinet."

Three days before "double 11", with the efforts of a group of "night shift" couriers like Zhong Chenglong, Zhejiang EMS rookie sinker and distributor delivered more than 50,000 orders, and the delivery success rate of outbound mail reached over 80% that day.

  Number reading

In recent years, Zhejiang EMS has successively delivered high-end electronic products such as Apple and Xiaomi, and its service quality has been well received by customers and buyers.

This year’s "double 11" coincides with the sale of new millet products. Zhejiang EMS has specially designed a delivery guarantee process for Xiaomi mobile phones, air purifiers, luggage case, electric pressure cookers and other hot-selling products, so that everyone can receive goods faster and more decently.

In the days since the launch of double 11, Hangzhou EMS alone has delivered nearly 20,000 pieces of millet products to the "rice noodles" in Hangzhou.

According to statistics, this year "double 11" Zhejiang EMS added more than 1,000 vehicles to "double 11", with an increase of more than 6,000 yuan, and expanded the storage and processing area by more than 400,000 square meters. Zhejiang EMS, which "changed guns for guns", exchanged services for users’ affirmation.

Three days before "double 11", the mail volume of Zhejiang EMS increased by 30% compared with last year, accounting for more than a quarter of the national EMS, and it was the first "big household" of all postal enterprises in China.

Zhu Yao Zhang, general manager of EMS Zhejiang Company, told reporters that the business volume of the express delivery industry in the peak season from November to December this year will often become a constant in the coming year. This is a season of "autumn harvest and winter planting". The initial intention of EMS is to provide customers with "fast, accurate, safe and convenient" express service. Our unremitting efforts to guarantee the time limit, quality and experience of double 11 will be the basis for faster business development and better customer experience next year.

"E-commerce sellers who have difficulties in delivering goods in the province and encounter short positions can find EMS. If’ double 11′ online shopping products are dissatisfied with the intention of returning, find EMS;; In Aokang Store, Yintai Shopping Mall, etc., there are needs for goods adjustment and exchange, and our EMS can also provide thoughtful services. "

Ma Huateng teased friends and businessmen at the annual meeting and staged a Cantonese song to send blessings!

At the annual meeting of Tencent held in Shenzhen, Chairman and CEO Ma Huateng made a profound summary and comment on the company’s development in the past year. Ma Huateng not only showed his profound understanding of the company’s business, but also skillfully incorporated elements of light humor into his speech, which left a deep impression on the employees present and people who paid attention to the meeting.

In his speech, Ma Huateng vividly described the state of market competition and friendly business with a vivid metaphor. He compared friends and businessmen to a big family, in which the "big brother" (that is, the market leader) had a harmonious family when it developed smoothly, but once it encountered weak growth, family conflicts surfaced. He pointed out that many friends have not yet realized the seriousness of the situation and are still spending without restraint. This ridicule is not only vivid, but also implies a profound observation of the internal dynamics of the industry.

When talking about the current situation of Tencent, Ma Huateng expressed a firm and confident attitude. Although Tencent ranks fourth in revenue and third in profit among Internet platform enterprises, he emphasizes that quality and sustainability are more important. In Ma Huateng’s view, every business of Tencent should pursue "evergreen", that is, continuous vitality and growth potential. He encourages employees to find and cultivate "new shoots" in their own fields to ensure the company’s continuous innovation and development.

One of the highlights of the annual meeting is that Ma Huateng personally took the stage to perform programs for employees. He sang the Cantonese version of Blessing You and interacted with employees during the performance, which undoubtedly strengthened the emotional connection with employees and showed his affinity and personality charm as a business leader.

Netizens have different opinions on Ma Huateng, but many people admire his true and cordial image, especially his eyes of "no more, no less, just two", which seems to be a symbol of his frank and sincere attitude.

Tencent’s annual meeting is not only a summary of the work in the past year, but also a prospect for the future. Ma Huateng’s speech and performance added a touch of bright color to the annual meeting, and also pointed out the direction for the company’s future development. In this ever-changing market environment, Tencent is firmly on the road of sustainable development in its unique way. Let’s wait and see, and expect Tencent to continue to write brilliant chapters in the future!

Lei Jun swears in Xiaomi’s 5S live broadcast: TMD, are you a friendly merchant water army?

On the evening of October 9, Lei Jun, CEO of Xiaomi Technology, conducted a live mobile broadcast of the new mobile phone. He answered questions from netizens around the newly released Xiaomi 5S and Xiaomi 5S plus. In the Q&A session, Lei Jun said that Xiaomi’s high-end flagship mobile phone Note series will release the second generation, but it is still under secret.

In addition, Lei Jun also bluntly expressed his confusion in the live broadcast: "Some people say that selling millet cheaply is diaosi, which I don’t understand."

Since the hot live broadcast, Lei Jun will basically communicate with netizens around new functions and technologies after the release of new mobile phones, and will also interact on topics that netizens care about during the live broadcast.

In the mobile live broadcast around the newly released Xiaomi 5S and Xiaomi 5S plus, Lei Jun introduced the design, ultrasonic fingerprint and camera to netizens. Because Xiaomi 5S mainly takes photos, Lei Jun said that a mobile phone photography contest will be held to let netizens take good photos through Xiaomi’s mobile phone.

The problems that did not unfold at the press conference were also explained in the live broadcast. Lei Jun said that the sound quality of Xiaomi 5S was acceptable, but it was not up to the full HiFi level, so it was not publicized with HiFi sound quality.

Another topic has also attracted the attention of netizens, that is, the Snapdragon 821 carried by Xiaomi 5s was "castrated". Shortly after the release of Xiaomi 5s and Xiaomi 5s Plus, some netizens found in Xiaomi official website that the main frequency of Snapdragon 821 processor equipped with Xiaomi 5s is 2.15GHz, while that of Xiaomi 5s Plus processor is 2.35GHz. The same is true for the graphics processing of Xiaomi 5s, the frequency is reduced to 624MHz, while the image processor frequency of Xiaomi 5s Plus is 653MHz. As a result, some netizens bluntly said that Xiaomi 5s was equipped with a castrated version of Snapdragon 821 processor, which Xiaomi did not mention at the press conference.

In response to this question, Lei Jun said, "This time, the capacity of Xiaomi 5s battery has increased to 3200mAh, which is 7% higher than that of Xiaomi 5. The Snapdragon 821 selected this time is a low-power and long-life version, which can save 5% of power consumption and increase the service time by more than 10%. In addition, Lei Jun also cited the same example as Xiaomi 5s, saying that "Google Pixel released during the eleventh period also adopted the Snapdragon 821 of this scheme." Moreover, this version of Google is the most castrated, because its processor is 22.15GHz+21.65GHz, which is exactly the same as 820. Although the maximum frequency of 5S is only 2.15GHz, the measured main frequency of small nuclear is 2GHz.

At the same time, Lei Jun also revealed the cost price of Snapdragon 821, saying that "in fact, Snapdragon 821 processor is a very expensive processor, accounting for 500 yuan in a mobile phone with a cost of 2,000 yuan, which is three times the price of Xiaolong 650 and 652."

Lei Jun said that for enthusiasts, they can choose Xiaomi 5s Plus, which is a high-performance version of Snapdragon 821. However, the price of Xiaomi 5s Plus 2299 yuan is also more expensive. Lei Jun said, "Xiaomi didn’t have time to explain clearly to netizens when he was building a genuine product", in response to why Xiaomi didn’t explain at the first time that Xiaomi 5s used a Snapdragon 821 processor with reduced frequency.

In terms of appearance, some users said that they don’t like the metal material of Xiaomi 5s very much, and the metal version is mostly high-gloss wire drawing.

Lei Jun said that he used the golden high-gloss brushed version of Xiaomi 5s. Although the matte brushed metal is easy to make, it cannot be differentiated, and the high-gloss brushed technology is more difficult, because it is very difficult to align each wire, and the cost is 30% more expensive than the matte brushed metal. The matte brushed metal is the standard of this year’s flagship model. Moreover, Xiaomi 5s also has a matte matte version, which users can choose according to their own preferences. Xiaomi’s technological innovation will make more people realize that the real machine of Xiaomi 5s is much better than expected.

Many people say that the antenna strap behind Xiaomi 5s is ugly. Lei Jun revealed that he was not used to it when iPhone 6 first appeared, but he got used to it after using it too much. Some people say that Xiaomi 5s is like iPhone 6, but I don’t think so. The design of iPhone 6 is a rounded rectangle, while Xiaomi 5s is an inward edge. The difference between the two phones is very big.

Regarding the post fingerprint identification design of Xiaomi 5S plus, Lei Jun thinks that it is more about ease of use, and there is no difference between pre-position and post-position.

There are also netizens who spit out the big black border on the screen of Xiaomi 5s, and Lei Jun suggested that they can buy a dark gray version. Lei Jun also explained why Xiaomi 5s has a big black edge. This is for the integration of the alignment of the top and bottom of the screen and the off-screen state, and the black edge of Xiaomi 5s is much smaller than that of friends.

Some netizens asked if Xiaomi 5s could be made thinner. Lei Jun said that Xiaomi’s engineers had done their best. If you want an ultra-thin body, you can choose Xiaomi 5, which is very good value. Netizens also said that they like the ceramic version of Xiaomi 5 very much. Lei Jun said that Xiaomi will try his best to produce more, because the ceramic version is very difficult to produce and needs to solve many problems.

When talking about the price issue, Lei Jun said that he could not understand the practice of equating cheap and diaosi. He said in the live broadcast: "Some people say that selling millet cheaply is diaosi, which I don’t understand. Xiaomi’s pricing strategy is based on cost, with the aim of letting more people enjoy the fun of science and technology. We will stick to it and stick to it long enough, and we will definitely win more people’s love. "

In addition, because Xiaomi launched the big-screen mobile phone Xiaomi 5Plus at the 5S conference, it was once thought that another big-screen flagship mobile phone Xiaomi Note would die quietly. However, when answering questions from netizens, Lei Jun said that Xiaomi Note2 would be launched, but it is not convenient to disclose it now, and it is still in the confidential stage.

Xiaomi note is the high-end flagship of Xiaomi’s big screen launched in 2015, and the price is 2,500 yuan, which is the first time for Xiaomi to test the water at this price. However, the subsequent sales volume is not satisfactory, and Xiaomi has never announced the sales volume of Xiaomi Note, so it is speculated that it may be permanently hidden in the product line competition between Xiaomi 5S plus and Xiaomi max.

However, in this live broadcast, Lei Jun made it clear that Xiaomi Note2 is already under development.

Finally, there are netizens who are spitting out MIUI advertisements. Lei Jun expressed the hope that netizens will report directly when they see small advertisements, and Xiaomi will continue to optimize the user experience and reveal that; "MIUI advertising cooperation has been cut off by hundreds of millions. “

Interestingly, Lei Jun, who has always been a modest gentleman, also swore in this live broadcast. When a netizen spoke that "Xiaomi 5S, which has been used for more than a month, felt feverish …", Lei Jun responded: "TMD nonsense, Xiaomi 5S has only been released for more than ten days, how can it have been used for more than a month? At first glance, it is a water army sent by friends." (This article is published from the Electronic Engineering Album Network)

Jilin University is now "the best plagiarism": two papers "thank you" for the same teacher

Academic misconduct is exposed again in colleges and universities.

Recently, The Paper (www.thepaper.cn) reporter received the news that a master’s degree thesis of Jilin University was caught in the embarrassment of suspected large-scale plagiarism. What was plagiarized was a master’s degree thesis of Nanjing University of Aeronautics and Astronautics.

The Paper reporter downloaded these two master’s degree theses from China HowNet, namelyResearch on helicopter landing position measurement based on close-range photography by Zhu Xiaoxiao, a graduate of Nanjing University of Aeronautics and Astronautics majoring in mechanical manufacturing and automation in 2007.(hereinafter referred to as "Zhu Xiaoxiao’s Paper") andResearch on automatic measurement of helicopter landing position based on close-range photogrammetry and pattern recognition technology by Li Rui, a graduate of applied mathematics major in Jilin University in 2008.(hereinafter referred to as "Li Rui’s thesis").

Zhu Xiaoxiao’s thesis was completed in March 2007, and Li Rui’s thesis was completed in April 2008, which was one year later than Zhu Xiaoxiao’s thesis.

After careful comparison, The Paper reporter found that,Most of the words in the two papers are almost identical. Li Rui’s paper is highly similar to Zhu Xiaoxiao’s except for the chapter "Pattern Recognition Theory and Its Algorithm Realization".

Li Rui’s thesis is divided into six chapters, five of which are highly consistent with Zhu Xiaoxiao’s thesis from title to chapter summary, and are almost verbatim copied from the original text. Even the "thank you" part at the end of the article copied Zhu Xiaoxiao’s paper and used the same adjectives to describe the mentor’s elder demeanor and scholar charm. These words include "noble character", "rigorous scholarship", "profound knowledge" and "open mind".

On February 27th, Qu Jiawei, a staff member of the Propaganda Department of Jilin University Party Committee, said in an interview with The Paper that at present, he didn’t know about the alleged plagiarism of Li Rui’s paper, and he would report it to the relevant departments as soon as possible, which would be searched and verified by the relevant departments of the school, and pointed out that the school had a thorough and complete system for academic plagiarism. Qu Jiawei revealed at that time that because Jilin University was still on winter vacation, he would have to wait until the start of school to get a detailed understanding of the matter.

On March 14th, the reporter from The Paper called Qu Jiawei again, and he got the reply that he had not contacted the relevant departments on this matter. He suggested that the reporter could communicate with the academic degree office and other departments to report it.

The Paper reporter then again. Many times I contacted the Graduate School of Jilin University and the School of Mathematics of Jilin University, Li Rui’s postgraduate training unit, and I was told that I didn’t know and couldn’t cooperate to understand the situation. The reply given by the Academic Degree Office of Jilin University is that further investigation will be made after seeing the papers suspected of plagiarism.

The Paper reporter also contacted Li Rui’s master tutor and Professor Wu Tieru from the School of Mathematics, Jilin University. As of press time, The Paper reporter failed to get a reply from Wu Tieru.

The title, abstract and keywords are highly similar.

Judging from the title, abstract and keywords, there are many similarities between the two papers.

Zhu Xiaoxiao’s thesis is entitled "Research on Helicopter Landing Position Measurement Based on Close-range Photography" and Li Rui’s thesis is entitled "Research on Automatic Measurement of Helicopter Landing Position Based on Close-range Photography and Pattern Recognition". Although the latter has more keywords than the former, the research objects of the two papers overlap, that is, both have the part of "Research on Helicopter Landing Position Measurement Based on Close-range Photography".

The two abstracts are also highly similar in the content expression of "helicopter landing position measurement with close-range photography technology"

For example, the abstract of Zhu Xiaoxiao’s paper begins with: "At present, the measurement of helicopter landing position mainly depends on visual inspection, which has poor accuracy and harsh working environment, so a new measurement method is needed to replace visual inspection. In recent years, close-range photogrammetry technology has been widely used in all walks of life as a non-contact high-precision measurement method. "

Abstract of Zhu Xiaoxiao’s thesis

Li Rui’s paper wrote: "At present, the measurement of helicopter landing position mainly depends on visual inspection, which has poor accuracy and harsh working environment, so a new measurement method is needed to replace the visual inspection method. In recent years, close-range photogrammetry technology has been widely used in all walks of life as a non-contact high-precision measurement method. "

Abstract of Li Rui’s thesis

These two paragraphs are exactly the same except for a few words such as "so".

There is only one difference in the key words of the two papers. The key words of Zhu Xiaoxiao’s paper are less than those of Li Rui’s paper by "pattern recognition".

The whole chapter and paragraph of the text are not copied word for word.

Judging from the contents, the structures of the two papers are almost the same.

Zhu Xiaoxiao’s thesis is divided into five chapters, the titles of which are introduction, close-range photogrammetry theory, measurement algorithm and experimental research, construction of measurement system and field experimental research, summary and prospect.

Catalogue of Zhu Xiaoxiao’s papers

Li Rui’s thesis is divided into six chapters, except the fourth chapter "Pattern recognition theory and its algorithm realization" which is not found in Zhu Xiaoxiao’s thesis. The titles of the other five chapters are the same as Zhu Xiaoxiao’s thesis, which are "Introduction", "Close-range photogrammetry theory", "Measurement algorithm and experimental research", "Construction of measurement system and field experimental research" and "Summary and prospect" in turn.

Li Rui’s thesis catalogue

The Paper reporter found that the five chapters with the same title are similar in a large area from structure to specific text expression, and several paragraphs are even verbatim.

Taking the first chapter as an example, Zhu Xiaoxiao’s paper wrote at the beginning of the section "Main research work of this paper": "In order to use close-range photogrammetry technology to collect the helicopter landing point, and achieve the purpose of high accuracy and convenient and safe measurement, the main problems studied in this paper include: the study of the basic principles of close-range photogrammetry technology (including collinear equation and direct linear transformation method); The influence of several factors on the measurement accuracy is investigated through experimental research. Compilation of measurement software system, construction of hardware system and field test research. "

The first chapter of Zhu Xiaoxiao’s thesis

Li Rui’s paper wrote: "In order to combine close-range photogrammetry technology and image pattern recognition technology to realize the automatic acquisition of helicopter landing point, and achieve the purpose of high precision, convenient measurement and safety, the main problems studied in this paper include: (1) the study of the basic principles of close-range photogrammetry technology (including collinear equation and direct linear transformation method); The influence of several factors on the measurement accuracy is investigated through experimental research. The fuzzy image pattern recognition technology is preliminarily explored. Compilation of measurement software system, construction of hardware system and field test research. "

The first chapter of Li Rui’s thesis

Except for the addition of two words such as "image pattern recognition technology" and the addition of the word "automatic", these two paragraphs are almost the same, including the comments in brackets.

Taking the second chapter as an example, the two papers are highly similar from the beginning of the introduction, and discuss the basic knowledge of close-range photogrammetry theory, collinear condition equation and its processing method, direct linear transformation solution and so on in almost exactly the same language.

For example, the introduction of the second chapter of Zhu Xiaoxiao’s thesis is: "Close-range photogrammetry theory is the basic theory used in this topic. This theory establishes the mapping relationship between the measured coordinate space and the photo coordinate space, which is a function of the relative positions of the two coordinate spaces and camera parameters. Through this mapping relationship, the internal and external elements of the camera can be calibrated and the position of the object can be measured. These two applications are a pair of opposite processes. The internal and external elements of the camera are calibrated by knowing the real space coordinates and the corresponding photo space coordinates to solve the camera parameters. The measurement of object position is to know the camera parameters and photo space coordinates to solve the real space coordinates. This chapter mainly introduces the principle of close-range photogrammetry. "

Chapter 2 of Zhu Xiaoxiao’s thesis

Li Rui’s paper wrote: "Close-range photogrammetry theory is one of the basic theories used in this topic. "

The second chapter of Li Rui’s thesis

In these two paragraphs, Li Rui’s thesis is exactly the same as Zhu Xiaoxiao’s except for the word "one".

Take the third chapter of the two papers as an example. The contents of the whole chapter are highly overlapping, and the positions of broken lines of several paragraphs are consistent.

For example, in the small-scale three-dimensional space measurement experiment, Zhu Xiaoxiao wrote in the "experimental scheme": "For three-dimensional photogrammetry, the calibration point must have three-dimensional coordinates. In the experiment, a number of rod-shaped markers with a certain height are made, as shown in Figure 3.2(a), and the dot with a diameter of 2mm at the top of the marker is used as the calibration point. In order to construct a three-dimensional object coordinate system, a network graph paper is laid flat on the ground, and an xy plane is formed with two sides of the grid paper as the X and Y axes respectively, with the direction perpendicular to the ground as the Z direction and the upper left corner of the grid paper as the origin. The three-dimensional coordinate system is shown in Figure 3.2(b). Because the minimum scale of grid paper is 1mm, the position error of calibration point in X and Y direction is 0.5 mm.. By measuring the z-direction error is 1 mm. "

Li Rui’s paper wrote: "For three-dimensional photogrammetry, the calibration point must have three-dimensional coordinates. By measuring the z-direction error is 1 mm. "

There is no difference between the above two paragraphs. Not only are the experimental schemes exactly the same, but also the measured data and errors are completely consistent.

The fourth chapter of Zhu Xiaoxiao’s thesis systematically discusses the construction of measurement system and field test research. At the end of the chapter, the "experimental conclusion" wrote: "The field test results show that the measurement of landing point data based on close-range photography technology has achieved ideal accuracy, which is greatly improved compared with the visual method. During the measurement, because only one calibration is needed, the measurement can be repeated many times, so the measurement is convenient and efficient. At the same time, the remote control method is adopted to shoot, which greatly improves the measurement environment and makes the measurement safer. Therefore, it can be concluded that it is feasible to apply close-range photogrammetry technology to helicopter landing point data collection, which can not only achieve high precision, but also make the measurement more convenient and safe. "

Chapter 4 of Zhu Xiaoxiao’s thesis

The fifth chapter of Li Rui’s thesis also discusses the same content. The "test conclusion" is: "The field test results show that the measurement of landing point data based on close-range photography technology has achieved ideal accuracy, which is much higher than that of visual inspection method. "

Chapter 5 of Li Rui’s thesis

The two paragraphs are verbatim.

Take the fifth chapter of Zhu Xiaoxiao’s thesis and the sixth chapter of Li Rui’s thesis as examples. The titles are "Summary and Prospect". In the "summary" part of Li Rui’s paper, except for the sentence "The application of fuzzy pattern recognition in this study has achieved good results, which has solved the problem of automatic identification of landing points and improved the automation level of this study", the other words can be found in the "summary" content of Zhu Xiaoxiao’s paper.

The "outlook" part of the two chapters is also verbatim.

In Zhu Xiaoxiao’s paper "Outlook", there are four aspects that should be broken through in the future. The first aspect is: "In theoretical research, this paper introduces the establishment and solution of collinear equation with linear error and collinear equation with nonlinear error, but for the sake of simplicity, this paper uses collinear equation with linear error. Therefore, in the future research, the collinear equation of nonlinear error should be studied, so that higher accuracy can be obtained. "

Li Rui’s paper wrote: "In theoretical research, this paper introduces the establishment and solution of collinear equation with linear error and collinear equation with nonlinear error, but for the sake of simplicity, this paper uses collinear equation with linear error. Therefore, in the future research, the collinear equation of nonlinear error should be studied, so that higher accuracy can be obtained. "

The above two paragraphs once again appear exactly the same expression.

In addition to the text, the similar parts of the two papers also include the "thank you" at the end of the article. The "thanks" in Zhu Xiaoxiao’s thesis and Li Rui’s thesis both begin with "three years of wonderful postgraduate career is coming to an end, and I will say goodbye soon …", both of which express that "I can’t help feeling deeply when I look back on various experiences in the past three years", and I want to express my sincere thanks to all those who have always cared for and supported me.

In addition, although the instructor of Zhu Xiaoxiao’s thesis is different from that of Li Rui’s thesis, both of them use the same adjectives to describe the mentor’s elder demeanor and scholar charm.

For example, Zhu Xiaoxiao wrote in his paper: "First of all, I sincerely thank my mentors Professor Wang Min and Professor Zuo Dunwen. The two tutors are noble in character, rigorous in scholarship, knowledgeable and open-minded, which embodies the demeanor of the elderly and the charm of scholars everywhere. In the process of topic selection, writing and project implementation, it is with the comprehensive and careful guidance of Professor Zuo Dunwen that the paper can be successfully completed. On the occasion of the completion of the thesis, I would like to express my heartfelt thanks and high respect to the two tutors. "

Li Rui’s thesis is: "First of all, I sincerely thank Professor Wu Tieru. The tutor is noble in character, rigorous in scholarship, knowledgeable and open-minded, which reflects the demeanor of the elderly and the charm of scholars everywhere. In the process of topic selection, writing and project implementation, it is with the comprehensive and careful guidance of Professor Wu Tieru that the paper can be successfully completed. On the occasion of the completion of the thesis, I would like to express my heartfelt thanks and high respect to the tutor. "

Except for the difference between individual words such as "loyalty" and "heartfelt" and the change of the tutor’s name, these two paragraphs are completely consistent.

It is worth noting that the two papers also thanked the same person, that is, "Teacher Yu Yaping in the laboratory".They all said that "Mr. Yu designed and manufactured the calibration objects needed for this topic, and provided a lot of guidance and help for the development of the experiment. I am especially grateful to Mr. Yu".

Zhu Xiaoxiao’s paper thanks

Li Rui’s paper thanks

The quotation "lost" one, and the picture and text "paid attention to one thing and lost another"

The Paper reporters also found that Li Rui’s paper made some low-level mistakes in several details due to carelessness in writing.

For example, "lost" a citation. The first citation in Zhu Xiaoxiao’s paper appeared at the beginning of the first chapter "Introduction" and was marked as "[1]". When introducing the background of the project, Zhu Xiaoxiao wrote: "This project is entrusted by the Ship System Engineering Department of China Shipbuilding Corporation to develop a computer-aided design tool for its design department. [1]”

The second and third quotes appear at the end of the first paragraph of the section "Introduction to Photogrammetry" in the Introduction. The specific content is: "Among them, photogrammetry focuses on extracting geometric information, while remote sensing focuses on extracting physical information. That is to say, the process, science and technology of obtaining reliable geometric information of the earth, its environment and other objects from a non-contact imaging system through recording, measuring, analyzing and expressing. [2][3]”

The second and third citations in Li Rui’s paper are consistent with Zhu Xiaoxiao’s paper. But The Paper reporter didn’t find the first citation in Li Rui’s paper.

This also means that the citation of Li Rui’s paper begins with "[2]".

Another place in Li Rui’s paper that "pays attention to one thing and loses the other" appears in the fifth chapter "Construction of measurement system and field test research". At the beginning of the "Error Analysis" section, it is mentioned that "As can be seen from Tables 4.2 and 4.3, the maximum average error of software measurement is 2.6cm, while the average error of visual measurement is 20.1cm…… …"

However, The Paper reporter did not find Table 4.2 and Table 4.3 in Li Rui’s paper. It is found in the context that Li Rui’s paper lists "Table 5.2 Measurement Results of Left Measuring Camera" and "Table 5.3 Measurement Results of Left Measuring Camera". The above data conclusions are also based on these two tables.

However, this is not a simple clerical error.

Zhu Xiaoxiao’s thesis

Li Rui’s thesis

As can be seen from Table 4.2 and Table 4.3, the maximum average error of software measurement is 2.6cm, while the average error of visual measurement is 20.1cm…… … "is exactly the same in the" Error Analysis "in Chapter 4 of Zhu Xiaoxiao’s paper. However, Zhu Xiaoxiao’s paper is consistent in picture and text, which lists "Table 4.2 Measurement Results of Left Measuring Camera" and "Table 4.3 Measurement Results of Left Measuring Camera".

Both papers have "original statements"

Although Li Rui’s thesis and Zhu Xiaoxiao’s thesis have a large area of similar words, both master’s degree theses have an Original Statement.

The original undertaking of Zhu Xiaoxiao’s thesis states: "As far as I know, the research results of this dissertation do not contain any content that others enjoy copyright, except what has been quoted in the text. Other individuals and collectives who have contributed to the research work involved in this paper have been clearly identified in this paper. "

The original statement of Li Rui’s paper is consistent with that of Zhu Xiaoxiao’s paper. And in the original statement, there is Li Rui’s own autograph and the date of April 15, 2008.

Because the completion time is one year later than Zhu Xiaoxiao’s thesis, and Zhu Xiaoxiao’s thesis has a very clear subject background, that is, "this project is entrusted by the Ship System Engineering Department of China Shipbuilding Corporation to develop a computer-aided design tool for its design department", and Li Rui’s thesis, a master student of Jilin University, completed in April 2008, is suspected of copying Zhu Xiaoxiao’s thesis.

The Paper reporter noted that,The degree category of Li Rui’s thesis is quite special, that is, "Teachers in colleges and universities are studying for master’s degrees on the job".

The Paper learned from official website of Jilin University that in November, 2015, the Graduate School of Jilin University published the Measures for Handling the Behavior of Jilin University Graduate Students in Violation of Academic Norms in its official website. Article 8 stipulates that academic degree evaluation committee shall decide whether to revoke the degree and the corresponding qualifications of those who have obtained the degree in violation of academic norms. If a decision has been made to cancel the degree and graduate qualification, the training unit where it belongs will inform its work unit of the decision and file it in its personal file, and at the same time withdraw its degree certificate and graduation certificate. Article 10 stipulates that anyone who violates academic norms has violated relevant state laws and regulations, and will be investigated for legal responsibility in accordance with relevant laws and regulations.

Is the smart door lock really safe? Most brand smart locks can be cracked by fake fingerprints.

Smart lock store in a shopping mall in Jinan

In recent years, smart door locks have gradually entered the public eye because of their safety and convenience. However, can these smart door locks really lock safely?

Not long ago, the China Consumers Association tested more than 20 smart door locks, and none of them were completely qualified. In Jinan, after investigating the smart door locks currently on the market in Jinan, the reporter found that many smart door locks such as Skye and Luke that failed the test are still on sale, and the price is high.

In addition, the safety of smart door locks is also questioned in the eyes of consumers.

In this regard, experts said that the living fingerprint identification function of a variety of smart door locks was easily cracked, and merchants were suspected of false propaganda and defrauding consumers. In addition, the core function of the smart door lock is limited in the fault state, and the security needs to be further enhanced.

There are many kinds of smart locks, and living fingerprint identification is expensive.

On August 14th, the reporter went to a smart door lock store on Shanda Road. According to merchants, at present, most of the smart door locks in the store are four-in-one, passwords, key cards, fingerprints and keys can be used, and the price ranges from 800 yuan to more than 3,000 yuan.

"There are two kinds of fingerprint unlocking, one of which is optical recognition." The merchant told reporters that this technology rose earlier, which is equivalent to "photographing". It collects the surface texture image of the fingerprint through the reflection of light, so it is only necessary to take a photo of the fingerprint and then put it on the fingerprint lock to identify it.

In addition to optical identification, the other is a semiconductor fingerprint head, which can identify biological temperature, and its safety and sensitivity are better than optical identification. When asked whether the door card will be copied, the merchant said that if the card is not lost, it will not be copied. If it is lost, the lock should be restored to the factory settings immediately, and the previous card will become an invalid card.

In the Luke smart door lock store on Beiyuan Street, the merchant said that fingerprint unlocking has now been upgraded to the third generation, that is, a number of living fingerprint identification smart door locks. At present, this smart lock is the main product in the store, which combines optical detection technology and semiconductor capacitance fingerprint identification technology to verify the user’s fingerprint information by extracting multi-dimensional biometric signals such as fingerprint, skin and blood, so as to identify and reject fake fingerprints.

"This kind of lock is more expensive than smart locks for optical identification and semiconductor fingerprint identification, and the price generally ranges from 2,000 to 5,000 yuan."

The merchant told the reporter that the price of the lock is more expensive because of its strong protection.

"NFC function is the latest addition." Merchants told reporters that NFC is a separate button and needs to be purchased separately. This kind of fingerprint is mainly aimed at consumers whose fingerprints are not obvious, such as the elderly, whose fingerprints are particularly worn, or the children of three or four years old, whose fingerprints have not yet grown up.

It is understood that at present, in Jinan, the smart door lock brands sold in the market mainly include Skye, Luke and Luxing.

In the comparative test report of smart door locks released by China Consumers Association in May this year, more than 20 smart door locks were tested, and none of them were completely qualified. Among them, brands such as Skye and Luke are involved, but these brands are still on sale in Jinan.

The safety of smart locks unlocking themselves in the middle of the night is questioned by consumers.

As smart door locks are more and more accepted by the public, negative news about smart door locks is also common. The reporter searched from the "black cat complaint" network platform and found that there were 36 complaints about smart door locks, of which quality problems accounted for more than half.

In addition, according to public media reports, a strange thing happened at Mr. Zhang’s home in Qingdao. One night, the door of his home was suddenly opened. In panic, Mr. Zhang chose the police for the first time.

However, the monitoring shows that there is no one at Mr. Zhang’s door. After many investigations, it was found that his smart door lock was opened by himself. It is reported that the door lock was purchased by Mr. Zhang for 1599 yuan in October 2018, and it took more than half a year.

In a smart door lock shop in Zhuanshan West Road, Jinan, the reporter met Ms. Su who was going to buy a smart door lock. "I think the smart door lock is safer than the ordinary door lock. This kind of smart door lock is quite advanced, and it is not easy for thieves to open it." Ms. Su told reporters that she is now more worried about whether this smart lock will be broken, and if it is broken, it will be more troublesome to repair.

"This smart door lock has been bought for less than half a year. At the beginning, it was just to decorate the house. It is very convenient to see this lock in the home square without a key. Because the security measures in my community are quite good, I need an induction card to enter the community and an induction card to take the elevator, so I am not too worried about security issues. " Ms. Liu of Jinan told the reporter that she bought a smart door lock to value the convenience of this door lock.

"Used for several years, very convenient. However, there was also a fault, and even the physical door lock could not be opened. Later, it was opened after the sale. " Mr. He, who also uses smart door locks, told reporters that because of this failure, he felt that the security of smart door locks was unreliable and changed the smart door locks at home back to traditional door locks.

In addition, some consumers report that the smart door locks in their homes always call the police inexplicably, which adds a lot of trouble to his life.

Living fingerprint lock "can’t be locked" under the fault state of "nominal"

In recent years, whether the smart door lock is safe has been a hot topic.

At the end of 2018, the State Administration of Markets conducted risk monitoring on 40 smart door locks, and 25% of the sample fingerprint identification functions had security risks. In May this year, China Consumers Association conducted a comparative test on 29 mainstream smart door lock products. The results showed that 48.3% of the samples had security risks when passwords were opened, 50% of the samples had security risks when fingerprints were opened, and 85% of the samples had security risks when information identification cards were opened. In this regard, Luo Gang, deputy secretary general of Beijing Consumers Association, said that when smart lock merchants promote their fingerprint unlocking technology, they will mostly emphasize the living biometric unlocking technology, and they will also claim that this technology can prevent fake fingerprints from unlocking. However, after testing, many products in the sample smart lock can be easily cracked, which is inconsistent with the statement made by the merchants during the publicity, and is suspected of false propaganda and deceiving consumers.
Previously, CCTV reported on the comparative tests of smart door locks by consumers’ associations in Beijing, Tianjin and Hebei, among which there was an abnormal circuit test of smart door locks. According to the inspector, this test is to monitor whether the smart door lock can still maintain its core functions and unlock and lock under abnormal working conditions.
However, the test results are not satisfactory, and many mainstream smart locks have abnormal locking or unlocking under abnormal working conditions.
In this regard, Luo Gang said that if there is a glitch in the smart door lock in daily life, it should not affect his core functions, which also proves that the security of the smart door lock needs to be further strengthened and its reliability is poor. Interpretation of the Notice of the Ministry of Finance on Improving the Financial Subsidy Policy for the Promotion and Application of New Energy Vehicles

Recently, the Ministry of Finance, the Ministry of Industry and Information Technology, the Ministry of Science and Technology and the National Development and Reform Commission (hereinafter referred to as the "four ministries") jointly issued the Notice on Adjusting and Perfecting the Subsidy Policy for New Energy Vehicles (Cai Jian [2020] No.86, hereinafter referred to as the "Notice"). The relevant contents are now interpreted as follows:

  I. Background of the promulgation of the Notice

In accordance with the decision-making arrangements of the CPC Central Committee and the State Council, the Ministry of Finance, together with relevant departments, has strongly supported the development of new energy automobile industry since 2009. Thanks to the joint efforts of all parties, the key technologies of new energy vehicles in China have made remarkable progress, and the product performance has been significantly improved. The annual sales volume has increased from less than 500 vehicles in 2009 to 1.206 million vehicles in 2019, ranking first in the world for five consecutive years.

Affected by multiple unfavorable factors, the sales of new energy vehicles in China decreased by 4.0% year-on-year in 2019. Coupled with the impact of the COVID-19 epidemic, the sales of new energy vehicles decreased by 56.4% from January to March. Extending the subsidy support policy is conducive to hedging the impact of the epidemic, promoting automobile market consumption, improving comprehensive competitiveness and promoting high-quality industrial development. On the basis of in-depth follow-up investigation and soliciting opinions from all sides, the four ministries and commissions have formed a subsidy policy plan for new energy vehicles in 2020, and issued the above Notice after approval.

Second, the basic idea of improving the subsidy policy for new energy vehicles

Implement the decision-making arrangements of the CPC Central Committee and the State Council, maintain support for the new energy automobile industry, make precise policies, and promote the high-quality development of the industry. First, we should keep the word steady, comprehensively consider technological progress, scale effect and other factors, reasonably extend the subsidy policy that was originally scheduled to expire at the end of 2020 to the end of 2022, and smooth the intensity and pace of subsidy retreat. The second is to help the superior and the strong, appropriately optimize the technical threshold, set the liquidation threshold, guide local rational investment and enterprises to "practice their internal strength", promote superior enterprises to become bigger and stronger, accelerate the withdrawal of backward production capacity, and improve industrial concentration. The third is to highlight key points, implement differentiated subsidies according to application fields, improve policy accuracy, and accelerate the process of electrification of public transportation and vehicles in specific fields. The fourth is to implement responsibilities and strengthen supervision. Improve supporting policies, implement the responsibilities of relevant parties, strengthen fund supervision, and further create a good ecology for industry development.

Iii. Consideration of extending the subsidy period

According to the decision of the CPC Central Committee and the State Council, the central government has subsidized the purchase of new energy vehicles since 2009. According to the original plan, by the end of 2020, China’s new energy vehicles can achieve the goal of 5 million vehicles set in the Development Plan for Energy-saving and New Energy Vehicle Industry (2012-2020), and then through the relay of non-subsidy policy, the industry will gradually realize market-oriented development, and the subsidy policy will be withdrawn after achieving the expected goal.

According to the new situation of industrial development, in view of the problems existing in industrial development, in order to promote automobile consumption, the the State Council executive meeting on March 31 decided to extend the subsidy policy for the purchase of new energy vehicles due at the end of 2020 for two years. Main considerations:

The first is to help solve problems and promote high-quality industrial development. The development of new energy vehicles in China started early and made a good start, but there are still some practical difficulties at present, and the cost of new energy vehicles is still high, making it difficult to compete with traditional vehicles. Continued support is needed to consolidate and expand the hard-won development achievements.

The second is to conform to the development trend and enhance the comprehensive competitiveness. From the development trend of international automobile industry, electrification is the direction of transformation and upgrading. Developed countries such as Europe and America are increasing their support. In this case, it is necessary to continue the fiscal and taxation policy support for new energy vehicles, maintain a good development momentum, and enhance industrial competitiveness.

The third is to hedge the impact of the epidemic and promote automobile consumption. The COVID-19 epidemic has had a great impact on the new energy vehicle market. Extending preferential support policies will help stimulate market consumption, hedge the impact of the epidemic, and also help support related industries and enterprises to speed up the resumption of work and production.

Fourth, the consideration of properly optimizing technical indicators

In recent years, the subsidy policy for new energy vehicles adheres to the policy orientation of "supporting the excellent and strengthening the strong", and promotes the obvious progress of new energy vehicle technology through measures such as continuously raising the technical threshold. The driving range of pure electric passenger cars increased from an average of about 160 kilometers in 2015 to an average of about 350 kilometers in 2019, the average power consumption decreased from about 17 kWh/100 kilometers in 2015 to about 14 kWh/100 kilometers in 2019, and the energy density of power battery system increased from about 95 Wh/kg in 2015 to about 150 Wh/kg in 2019.

At present, the technology of new energy vehicle products has entered a stage of steady improvement, and the contradiction between improving the energy density of power battery system and product safety has appeared. To this end, the four ministries and commissions, in accordance with the principles of advanced technology, reliable quality and guaranteed safety, maintain the overall stability of the technical index system, give stable expectations to enterprises, and promote enterprises to further improve the technical level and safety and reliability of products. In 2020, most technical indicators will remain unchanged, and in principle, they will remain stable in 2021 -2022, and will be appropriately adjusted according to technological progress and industrial development. At the same time, support the development of new business models such as "separation of vehicles and electricity" and encourage enterprises to develop and produce new energy automobile products with advanced underlying operating systems, electronic and electrical system architecture and intelligent networking characteristics.

Five, speed up the consideration of public transport and specific areas of electrification.

In the field of public transportation, vehicles have high fuel consumption and large pollution emissions, and the pollution emissions of each medium-sized fuel bus are 11.8 times that of passenger cars. The proportion of electric vehicles in public transportation and specific fields in China is low. According to preliminary statistics, by the end of 2019, there were more than 10 million vehicles in official business, urban public transport, road passenger transport, rental, network contract, sanitation, urban logistics and distribution, postal express delivery, airports, ports and mines, and the proportion of electric vehicles was less than 7%. Accelerating electrification is conducive to achieving multiple goals such as rapidly stimulating consumption, expanding industrial scale, reducing pollution emissions and reducing oil dependence on foreign countries.

In order to promote the electrification of public transport and specific areas and promote the consumption of new energy vehicles, this policy adjustment has increased support for the above areas, and the subsidy standard will not decline in 2020. When subsidizing capital settlement, the four ministries and commissions will comprehensively refer to the announcement, driving license, vehicle users, national monitoring platform and other multi-angle information, and conduct on-site verification to comprehensively determine the vehicle categories in various fields.

VI. Consideration and operation methods for setting the annual subsidy ceiling of 2 million vehicles.

The development of new energy automobile industry ultimately depends on the power of the market. In the early stage of industrial development, reducing the cost gap between new energy vehicles and traditional vehicles through subsidies will help to expand the scale and start the market quickly. With the continuous expansion of production and sales scale, there will be scale effect, the gap with traditional cars will be narrowed, and subsidies and other policies will be gradually withdrawn accordingly.

It is an international practice to set the upper limit of subsidy scale. The federal government of the United States stipulates that consumers will no longer enjoy the tax credit after the car companies with accumulated sales of more than 200,000 vehicles complete the slope retreat within one year. Britain, Germany and California set a ceiling on the total size of subsidy funds and adopt a first-come-first-served system.

With reference to international experience, China has set an annual upper limit of 2 million vehicles to support the promotion of new energy vehicles from 2020, accounting for about 8% of China’s total annual automobile sales. According to this scale, by 2022, the scale benefit of the new energy vehicle industry will be further improved, the comprehensive cost performance of products will be further improved, and with the effective relay of non-subsidy policies, the industry can gradually make a smooth transition to market-oriented development.

In terms of specific operation, according to the licensing data of new energy vehicles, when the annual sales volume is close to 2 million vehicles, the four ministries and commissions will issue a notice in advance to clarify the adjustment time of subsidy standards. At the same time, leave a transition period for enterprises to ensure a stable market.

Seven, set the price limit of 300 thousand yuan to consider and specific measures.

Drawing lessons from the practices of the United States, Germany, Britain, France and other countries, in order to avoid a large amount of subsidy funds flowing to luxury consumption, taking into account the purchasing power level of Chinese consumers, industrial development and other factors, this policy requires that the price of new energy passenger cars before subsidies should be below 300,000 yuan (including 300,000 yuan). In the specific implementation process, the four ministries and commissions will take the total amount of price and tax in the unified invoice for motor vehicle sales and the official guidance price of products as the reference basis. Relevant departments will include this in the scope of new energy vehicle subsidy liquidation verification, and enterprises that take subsidies in violation of regulations will be dealt with severely according to relevant regulations. In order to encourage the innovation and development of new business models such as "electricity exchange", the price limit requirement of 300,000 yuan is not implemented for new energy automobile products adopting the "electricity exchange" model.

Eight, adjust the fuel cell vehicle subsidies.

Since 2009, the four ministries and commissions have supported the promotion of fuel cell vehicles by giving consumers purchase subsidies. With the support of policies, by the end of 2019, China had promoted more than 6,500 fuel cell vehicles, built more than 50 hydrogen refueling stations, and formed more than 400 start-ups. The enthusiasm of social capital to invest in fuel cell vehicles was significantly improved. At present, the development of fuel cell vehicle industry faces some problems, mainly: lack of core technology and key components, weak innovation consciousness and ability; Insufficient infrastructure construction; The limitations of the subsidy policy on the consumer side in promoting the industrial chain and infrastructure construction are increasingly apparent.

In view of the problems existing in the industry, the current purchase subsidy policy for fuel cell vehicles is adjusted to select some cities to focus on key technologies of fuel cell vehicles, carry out demonstration applications of fuel cell industrialization, and form a development model of fuel cell vehicles with reasonable layout, different emphases and coordinated promotion. The demonstration will last for four years. During the demonstration period, the central government will reward the demonstration cities according to the results-oriented, and support local enterprises to carry out research and development of new technologies, industrialization, talent introduction and team building, and demonstration and application of new technologies in fuel cell vehicles.

IX. Specific measures to strengthen fund supervision

Enterprises and localities are responsible for the promotion and application of new energy vehicles. The local lead department for the promotion and application of new energy vehicles shall, jointly with other relevant departments, strengthen management, strictly implement the process of review, publicity and reporting, and simultaneously publicize the verification results on the portal website of the lead department for the promotion and application of new energy vehicles and the portal website of the Communication Clearing Center of the Ministry of Industry and Information Technology (www.miitcfc.cn), and indicate the publicity time, publicity link and other contents in the subsidy application materials. Failing to publicize or indicate as required, the four ministries and commissions will not accept the subsidy application materials reported by the local authorities.

The four ministries will further strengthen supervision and management. Clues involving fraud and fraudulent subsidies will be investigated and severely punished, and places and enterprises that lack supervision and cause fraudulent compensation will be dealt with severely according to regulations. The reporting telephone number is 010-68206302, the e-mail address is xnybz@miitcfc.cn, and the mailing address of paper materials is Communication Clearing Center of the Ministry of Industry and Information Technology, No.13 West Chang ‘an Street, Beijing, with the postcode of 100804.

How to distinguish a cold from allergic rhinitis? The famous doctor has something to say

Nose uncomfortable, is it a cold or rhinitis? If it is rhinitis, is it allergic rhinitis? This is a puzzle that many people encounter.

A cold, also known as acute rhinitis, is usually caused by viral infection, which manifests as acute inflammation of nasal mucosa. It can be divided into prodromal stage, catarrhal stage and recovery stage. Patients will experience systemic discomfort such as nasal dryness, burning, foreign body sensation accompanied by chills, to symptoms such as nasal congestion, sneezing, watery nasal discharge, nasal sound, etc., accompanied by low fever and fatigue, and then nasal mucus becomes sticky and systemic symptoms are relieved. The course of disease is 7-mdash; About 10 days. The degree of severity can be different due to the different types of viruses infected and the age and physical state of patients. Therefore, systemic symptoms and short-term course of disease are important characteristics of colds.

As a kind of chronic rhinitis, patients with allergic rhinitis will have a long-term course of disease that lasts for several months or recurs, and can’t return to normal during the intermittent period. The initial symptoms are similar to colds, but they appear because patients are exposed to environmental irritants such as dust mites, pollen and animal fur. There is no clear pathogenic microbial infection, which is also one of the important characteristics different from colds. These allergens can stimulate the body to produce an immunoglobulin called IgE, which eventually leads to various symptoms through a series of inflammatory reactions and becomes chronic inflammation of nasal mucosa. Therefore, the detection of IgE is very important in the diagnosis of allergic diseases. Of course, the premise of the patient’s attack is that his body itself has been sensitized, and this kind of reaction will occur. Recurrent nasal itching occurs first, followed by sudden or continuous sneezing. It can occur in the morning or before going to bed at night, or it may occur immediately after contact with allergens. At the same time, it is accompanied by a lot of nasal discharge. In severe cases, the nasal congestion is serious and the sense of smell is reduced. Other patients suffer from sore throat, dry throat and even symptoms such as asthma, itchy eyes and tears due to long-term breathing.

If the onset of the disease has a very obvious seasonal correlation, it is likely to be seasonal allergic rhinitis. The main allergen is seasonal pollen, and patients will have very obvious symptoms in the time interval when pollen spreads, especially in sunny or windy weather. Eye, pharynx and even airway symptoms may be accompanied at the same time, and the symptoms will disappear after the pollen stage has passed.

The perennial allergic rhinitis caused by dust mites, molds, cockroaches, animal fur and so on is considered. The severity of symptoms is related to the concentration of allergens in the environment, and may also induce allergic asthma. Some patients even have sinusitis and nasal polyps, which require repeated surgical treatment, increasing the physical and economic burden.

According to the statistics all over the world, the prevalence of allergic diseases is increasing year by year, and it has become one of the chronic diseases that threaten human health. At present, the research on the pathogenesis of allergic diseases has not been conclusive. For children, if one or both parents have allergic diseases, the chances of children having allergies are greatly increased, which shows that heredity is also an important factor.

Allergic rhinitis is different from a cold, and refusing to take medicine can not play a role in "enhancing immunity". On the contrary, on the premise that contact with allergens cannot be avoided, if it is not controlled by drugs, it is likely to aggravate the condition and even evolve from allergic rhinitis to allergic asthma. For asthma patients with rhinitis, the treatment of rhinitis should not be ignored. Allergic rhinitis in the upper airway is not well controlled, and asthma in the lower airway is difficult to control effectively.
