Institutional innovation lays the foundation and tamps the service foundation

Ying Jin Agricultural Incubator (South China A Valley) and Guangzhou Zhengxu Agricultural Science and Technology Co., Ltd. were introduced to jointly build a service platform for the transformation and incubation of agricultural scientific and technological achievements in Zengcheng District, adhere to the system first and build a standardized operation and management system. By formulating five core systems, such as Park Operation Management System and Enterprise Incubation Management System, a standardized service system covering the whole process of enterprise entry, incubation and cultivation and achievement transformation is established. The platform introduces a team of experts from the Provincial Academy of Agricultural Sciences to form a team of entrepreneurial instructors, forming a three-dimensional service network of "policy interpretation-technical research-market docking". By the end of 2024, it had provided patent application services for 11 settled enterprises, promoted the registration of 9 software copyrights, and achieved 100% satisfaction with incubation services.

Intensive allocation of resources to stimulate innovative kinetic energy

The platform innovation adopts the collaborative mode of "government+scientific research institutes+enterprises", which deeply integrates the technical resources of the Provincial Academy of Agricultural Sciences and the advantages of Zhengxu’s agricultural marketization. By building a database of agricultural scientific and technological achievements, more than 1,136 technological achievements are included, covering biological breeding, intelligent agricultural machinery, agricultural product processing and other fields. A special incubation fund of 3 million yuan was set up, focusing on supporting special projects such as deep processing of late cabbage and litchi brewing. One provincial-level specialized and special new enterprise and four small and medium-sized science and technology enterprises have been successfully cultivated, which has led to more than 200 new jobs.

Empowering digital platform, breaking through time and space constraints

Build a cloud platform for the transformation of agricultural scientific and technological achievements online (http://www.zccgzh.com) to realize intelligent matching of technology supply and demand, online trading of intellectual property rights and other functions. Since the platform was launched, it has promoted 100 Industry-University-Research cooperation projects inside and outside the province, with a total contract value exceeding 50 million yuan. The incubation space of offline entities reaches 6,000 square meters, and more than 60 agriculture-related enterprises are accumulated, forming a complete ecological chain of "technology research and development-pilot production-market promotion".

Relying on the technical strength of the Processing Institute of the Provincial Academy of Agricultural Sciences, Zhengxu Park has built a 3,000-square-meter deep processing production line for agricultural products, and developed high value-added products such as late-flowering cabbage and litchi fruit wine. The litchi preservation technology developed in cooperation with South China Agricultural University has reduced the loss rate of fresh fruit by 40% and increased the income of 550 mu litchi planting base by over 10 million yuan. A 640-mu standardized planting base of late flowering Chinese cabbage was built on the bank of Zengjiang River, and the yield per mu was increased by 25% by using the technology of water and fertilizer integration, benefiting more than 200 farmers.

Brand strong farmers polish business cards

Create regional public brands such as "Detian" late cabbage heart and "Zhengxu Beiyuan Green" litchi, and enhance brand value through activities such as litchi cultural tourism festival and intangible cultural skills exhibition. The production techniques of hanging green litchi and mahogany furniture in Beiyuan were selected into the district-level intangible cultural heritage list, giving the traditional industrial culture a premium. Cooperate with China Post to establish a direct supply channel for agricultural products. In 2023, it will help farmers sell more than 500,000 Jin of litchi, and the average income of farmers will increase by 32,000 yuan.

Finance living water runze agriculture

Innovatively launched the "incubation fund+risk compensation" financing model, providing a total of 180,000 yuan of equity investment for three agricultural start-ups, and inciting social capital investment to exceed 5 million yuan. The credit evaluation system of agricultural enterprises was established, and special due diligence was carried out for more than 30 times, which promoted Guangzhou Zhengxu Agricultural Technology Co., Ltd. to be awarded the Guangzhou Municipal Science and Technology Business Incubator.

Establish a "science and technology correspondent" stationed mechanism, and the Provincial Academy of Agricultural Sciences selected 20 experts to serve the enterprises in the park regularly and solve more than 40 technical problems.

Innovate the mechanism of "unveiling the list" to release the list of technical requirements, and attract colleges and universities inside and outside the province to unveil the list and tackle key problems. Establish a distribution system for the transformation income of achievements, and make it clear that the scientific research team can get no less than 70% of the transformation income. In 2023, 10 major achievements were transformed.

The platform construction experience was featured in CCTV’s "Walking into the Countryside to See a Well-off Society" column, and 60 batches of delegations were received. The cultivated Green Julai Company has become a national-level star creation world, and its "company+cooperative+farmer" model has been promoted throughout the province. The late flowering Chinese cabbage industry integration project was selected into the typical case database of the National Development and Reform Commission, providing a "Guangzhou Plan" for agricultural modernization in hilly and mountainous areas.
