On May 18th, national academy of economic strategy released the Research Report on the Social and Economic Value of Platforms, which put forward the theoretical concept and practical path of "digitalization of Chinese service industry" for the first time: emphasizing the four-way co-creation mode of merchants, service providers, platforms and consumers, and attaching importance to the role of Internet platform booster, at the same time, it also called on the market to launch more "inclusive" digital solutions to bridge the "new digital gap" in the field of digitalization of merchants, and at the same time called for the introduction of industry guides for the digital transformation of service industry, and for the third-party technology.
Less than 1% of businesses can carry out digitalization independently, which urgently needs "digitalization of Chinese service industry"
The importance of the service industry to China’s economic development is becoming increasingly prominent. The Institute of Finance and Economics of the Chinese Academy of Social Sciences predicts in the report that by 2025, the added value of the service industry will account for 59.05% of GDP and the employees in the service industry will account for 54.96% of total employment, respectively. At the same time, with the further upgrading and optimization of the national consumption structure, service consumption will account for more than half of household consumption expenditure.
According to the report, China’s service enterprises generally have some problems, such as small scale, weak profitability, weak data awareness and poor data foundation. According to a survey conducted by the research group of the Chinese Academy of Social Sciences, the proportion of merchants who are willing and able to carry out digitalization alone is less than 1%. Previously, the analysis report on the digital transformation of small and medium-sized enterprises of China Institute of Electronic Technology Standardization also pointed out that 79% of them are still in the initial exploration stage of digital transformation, and there has been a relatively obvious "new digital gap" in the digital transformation of service enterprises.
Based on this, Li Yongjian, executive director and professor of Platform Economy Research Center of China Academy of Social Sciences, put forward the concept and practical path of "digitalization of Chinese service industry" for the first time in his report, pointing out that businesses, enterprises, service providers, platforms and consumers should cooperate with each other in the digitalization practice that conforms to the industrial characteristics of China, that is, the "B-S-P-C" model. According to the characteristics of different enterprises, we will provide "three lows and four highs" inclusive digital solutions with low cost, low threshold, low human capital demand, high accuracy, high efficiency, high trust and high integration, and form multi-party collaborative value to create an ecology in this process, so that digital technology can benefit small and medium-sized enterprises in different industries. According to the characteristics of China’s service industry, the report also calls for the introduction of an industry guide for digital transformation of service industry and policy support for third-party technical service providers.
The Party’s Report to the 20th CPC National Congress and the Central Economic Work Conference respectively pointed out that it is necessary to speed up the development of the digital economy, promote the deep integration of the digital economy and the real economy, and support platform enterprises to show their talents in leading development, creating jobs and international competition. Li Yongjian said that in the process of digitalization of service industry, platform enterprises play an important role as boosters and connectors, resulting in social and economic effects that cannot be ignored.
The report takes Alipay, a typical representative platform of B-S-P-C mode, as the empirical research object. Through expert interviews and market research, it shows that the technological opening of platform products can save 20-60% of development costs for small program businesses, at least 30,000 yuan for small and medium-sized enterprises with digital marketing needs, and 4,000-7,000 yuan for small and micro businesses to operate basic tools through 0-code numbers. If it is popularized in the service industry, it is expected to save for the digital transformation of the industry. At the same time, Alipay provides digital solutions with applets as the core for more than 4 million merchants. In the past year, the number of merchant applets GMV that generated transactions increased by 49.2%. The digital tools of Internet platform play a significant role in reducing costs and improving efficiency of service businesses.

At present, the added value of the service industry has accounted for more than 50% of China’s GDP. Promoting the digitalization of the service industry is also conducive to the promotion of social consumption and employment. The report believes that the Internet platform has become the infrastructure of service consumption, showing great potential and resilience in stimulating consumption. Taking Alipay platform as an example, the research shows that from 2020 to now, the platform has boosted consumption by nearly 300 billion yuan by helping government agencies to issue coupons and marketing coupons on the platform. In the two consumer festivals in 2022, the leverage of digital coupons on consumption can reach 1: 25, which greatly exerts the multiplier effect.
The research conducted by the research group on typical life service platforms such as Meituan and Alipay shows that the platform plays four major effects: linking, trust, empowerment and innovation in the process of promoting consumption. For example, the opening of take-away home service has significantly improved the total order volume of catering businesses and the order volume of in-house food. For another example, Alipay opened the trust service represented by sesame for merchants. In addition to innovating the consumption experience such as trust-free, first-enjoy and then-pay, data model analysis shows that the average total consumption of consumers who opened sesame service can be increased by 8.3%.
In 2022, the Central Economic Work Conference emphasized "supporting platform enterprises to show their talents in job creation". The report believed that the Internet platform, as the main participant in the new economic form and the main carrier of the new employment form, not only aggregated data, technology and resources, but also connected tens of millions of small and medium-sized enterprises and hundreds of millions of workers, with strong employment absorption capacity.
Taking Alipay platform as an example, its open ecology has spawned more than 40 new occupations, including service providers, small program development, and software development for collecting money codes. The "Alipay Employment" aggregation channel, which efficiently matches recruitment agencies and job seekers, has successfully released 5 million jobs in two months, which has improved the efficiency of job matching by 50% and improved the connection efficiency and activity of the job market.
Call for the introduction of industry guide for digital transformation of service industry and the development and expansion of third-party technical service providers
In view of the great value and complexity of the digitalization of service industry, the Academy of Social Sciences pointed out in its report that the digital transformation of small and medium-sized enterprises in service industry urgently needs to be promoted from various angles, such as industry guidelines, practical guidelines and pilot demonstrations, and called on the platform to continue to increase its opening up, jointly issue industry digitalization standards with authoritative organizations, attach importance to third-party technical service providers, and give policy support.
Zhong Zeyu, vice-president and secretary-general of China Service Trade Association, also said in an interview that after market training and education in recent years, the digital will of service industry practitioners has been significantly improved, and technology and cost should not be allowed to become a "roadblock" for industrial digital upgrading and transformation. Relevant institutions such as production, learning and research need to work together to make China’s service industry develop to a higher level.
At the scene, more than 20 scholars from universities and research institutions discussed the theoretical system proposed in the report, and reached a consensus that they would continue to conduct in-depth research. For this reason, China Market Society and China Service Trade Association announced the start of the preparatory work for the "Service Industry Digitization Working Committee" after the meeting, and organized authoritative experts to continue to promote all-round industry research and make suggestions for the in-depth development of service industry digitalization.
