Close early and strictly control! A number of epidemic-free communities have emerged in Wuhan

  editorial comment/note

At present, the epidemic prevention and control in COVID-19 has entered a "low operation period". Under the impetus of the Central Steering Group, Wuhan actively mobilized the masses to participate in the creation of epidemic-free communities, promoted the strict implementation of community closure and control measures, and made the community a frontline fortress to win the defense war in Wuhan. On March 3rd, all-media reporters from Hubei Daily visited a number of epidemic-free communities in Wuhan. These communities have no confirmed cases since the upgrading of prevention and control measures in the city on January 23rd, and they are undoubtedly like cases. Behind it, it is inseparable from effective measures such as early closure, strict control and implementation of communities, village committees and red property companies. Hubei Daily published a series of related reports today, so please pay attention.

East and West Lake Hui Ze Garden: Take the initiative to quickly close the community.

On the morning of March 3, Zhang Lu, a staff member of Cihui Red Property Company, was busy answering the phone calls from the owners outside the gate of Hui Ze Garden Community, Cihui Street, Dongxihu District, sorting out their purchasing needs.

"There are those who want to buy food and medicine, and those who buy milk powder and diapers … …” Zhang Lu said that according to the requirements, each resident’s telephone number, building number and purchase quantity should be recorded in detail. "If residents want to buy medicine, we will also ask them to send photos of old medicine boxes as a reference to avoid buying mistakes." After the purchase list is confirmed at 12 noon, in the afternoon, the property company will have a special person responsible for centralized purchase and distribution to the owners one by one.

This "home life" has been going on for nearly 40 days in Hui Ze Garden Community. According to reports, the community has implemented closed management since January 24, and no outsiders or vehicles are allowed to enter. It is not necessary for residents of the community to stay indoors. Those who go out to participate in epidemic prevention work must also issue unit certificates. This measure is nearly 20 days earlier than the whole city.

Zhang Deming, secretary of the Party Committee of Cihui Red Property Company, said that after the traffic in Wuhan was closed on January 23, they judged the situation. "Cihui Street is located in the suburbs of Wuhan, far from the center of the epidemic, and the possibility of infection is small. The key is to keep the door." As a result, the company immediately implemented closed management of Hui Ze Garden Community, and the property staff also began to discourage residents from gathering and walking in the community to avoid cross-infection to the greatest extent.

After the closure of the community, a cleaning and disinfection team consisting of 22 people was quickly established, and began to disinfect the lobby, elevator, walkway, carport, basement and garbage dump three times a day without dead ends, killing an area of 12,000 square meters every day. In addition, warm tips are posted at the elevator, at the entrance of the unit building and at the door of each resident’s home to ensure that residents travel with zero contact. It is required that 150 cadres and workers in party member should be well protected, wear masks, protective clothing, wash their hands frequently, disinfect frequently and take their temperature frequently every day. Zhang Deming said: "Only by ensuring your own safety can you ensure the safety of the owners."

In view of the owner’s demand for living materials after closed management, Red Property Company meets the owner’s needs for home life by opening convenience service points, organizing vegetable farmers and fishmongers to buy directly, and guiding residents to buy online. Up to now, among the 450 households in Hui Ze Garden Community, there is no confirmed case and no suspected case.

Dormitory of Jiangxia Old Land Bureau: Three moves and a good game of chess

"Hello, we are volunteers in the community. Please open the door and take your temperature." At 9: 00 am on March 3, Hu Changyan, head of the epidemic prevention and control team of the old land bureau dormitory community in Zhifang Street, Jiangxia District, began to go door-to-door to take temperature measurements and register.

Hu Changyan is from party member, the natural resources and planning bureau of Jiangxia District. Every day from 9 am to 4 pm, it is the investigation time for him and his colleagues.

The old land bureau dormitory community is a typical old community with poor hardware conditions, no property management and a large floating population. As the "new housekeeper" of the community, Hu Changyan and the team members "checked", "controlled" and "helped" to play a chess game of epidemic prevention and control in the old community, consolidating the results of undiagnosed prevention and control in the community.

Find out the "one account" of resident information. "A total of 83 households, 49 households actually stayed, and 146 people actually lived." Working group member Chen Zhi reported the registration data. In order to find out the data, the working group went door-to-door to inspect and register, and for households who were not at home, they asked acquaintances and telephoned in time to find out where they were going. Establish a ledger for residents who need to go out to work, make a list of people who pass through, check their passes and take their temperature before they are released, and other people are not allowed to enter or leave the community.

Open the "double insurance" for epidemic prevention and disinfection. There is no elevator in the old community, and climbing stairs every day has become a "compulsory course" for the working group. There are four buildings in the community, each with seven floors. You have to go to the door twice a day and climb at least 56 floors. There are no property cleaning personnel in the community, and members of the working group Zhang Fengjun and Liu Yuxiang take the initiative to undertake the work of cleaning the community, cleaning and disinfection and garbage removal. Twice a day, clean and disinfect the public places and corridors in the community.

Ensure that residents’ lives are "zero burden". Most of the residents in the community are retired people, and their children are not around. The working group formulated the "landlord system" and launched the "life help" service. Four people in the group are each responsible for a building.

"Many elderly people don’t use their mobile phones to place orders." Hu Changyan said that the "building manager" left their personal phone number, and her father and mother-in-law "ordered" by phone. After receiving the order, the "building manager" purchased it and delivered it to the door to buy food and medicine. At present, the old land bureau dormitory community has always maintained "double zero".

Luosigang Village in Caidian: Stupid way to keep "zero infection"

Hubei Daily All-Media Reporter Wu Chunxin Correspondent Sun Keliang

"There is no clever trick, that is, to guard against death." On March 3rd, Dai Liguang, secretary of the Party branch of Luosigang Village, Zhashan Street, caidian district, said that there were 467 households with 1,565 people in the village, and no one was infected or suspected so far. He said that village cadres and volunteers are determined to continue to do a solid job in prevention and control and strive to get a reward of 200,000 yuan. Previously, caidian district introduced relevant measures to reward 200,000 yuan to communities and villages with "double no" epidemic.

"Our method is stupid. We do it according to the requirements of our superiors, and everything is put in place." Dai Liguang said that at the beginning, door-to-door investigations were carried out to ensure a clear number of people and a clear base; Strict implementation of closed management, the village bayonet do 24 hours on duty, no access. Real-time monitoring of residents’ body temperature, double statistics every day through door-to-door measurement, telephone inquiry, WeChat reporting, etc., and organizing people to teach villagers to register health codes; Strengthen publicity and protection, distribute masks, thermometers, 84 disinfectant, alcohol and other materials to the villagers at the first time, disinfect public areas twice a day, make publicity vehicles tour, and each team leader signs a letter of responsibility.

People don’t go in and out, and living materials should be unblocked. Contact the e-commerce platform with the village as a unit to purchase materials, designate a number of pharmacies to provide medicines for the villagers, and contact love rice and cheap vegetables. After all the items arrive in the village, the village organizes volunteers to sort them in a unified way and deliver them through contactless express delivery or door-to-door delivery. "Special needs, special protection", to send mobile phones to students with difficulties to solve class problems, and to provide necessary living materials for poor and difficult families.

Castle Peak New Home: Everything is faster.

On March 3, three entrances and exits of Xinjiayuan Community, No.117 Community, Ganghuacun Street, Qingshan District were closed. At the small door in the east, there are two registration personnel sitting at the door, who only register to open the door temporarily when distributing materials. At 2: 30 pm, Chen Yingying, a community worker from 117, and two volunteers went to the community to help 31 households deliver meat and send love dishes to 11 elderly people and empty nesters. It was already 5: 30.

Mao Hanzhen, secretary of the Party Committee of 117 Community, told the reporter that there are 139 households and more than 400 people in this community, and it is currently zero infection.

On the evening of January 24th, the community began to put a letter on every door, preaching the protective measures in COVID-19 and stating the management plan. Subsequently, the community recorded the contents of the letter and played it with a loudspeaker at the east gate. On the 25 th, it began to make a phone call to investigate the overall situation. It was found that there was no fever before the community was closed.

"Doing everything quickly and strictly according to the requirements is the most important factor for the community to maintain zero infection." Mao Hanzhen said that closed management began on January 27, leaving only the east gate to enter and exit, and vehicles were not allowed to pass. At first, as many as five people were on duty at the door and worked in shifts 24 hours a day.

On January 28, Mao Hanzhen led the community to send one person out for shopping for three days to control people’s travel. Then, Mao Hanzhen quickly coordinated the ear temperature gun and disinfection bucket, and began to measure the body temperature of all staff, and disinfection was carried out twice a day in the community.

After a few days, the community was completely closed and asked not to go out shopping. First, Wei Wei, a resident, helped to purchase vegetables, and then through multi-party coordination in the community, a vegetable dealer packaged some vegetables for sale in the community every day, and residents in need called downstairs to buy them. Volunteers, grid workers and sinking cadres help to buy personalized daily necessities such as medicines.

Chen Yingying said that due to the good foundation laid in the early stage, residents actively abide by various regulations and can also supervise each other, so far the community is zero infection.
