Li Ganjie, Party Secretary and Minister of the Ministry of Environmental Protection, summed up the achievements of ecological civilization construction since the 18th National Congress with five "unprecedented":
First, the level of ideological understanding is unprecedented.The consciousness and initiative of the whole party and the whole country to implement the concept of green development have been significantly enhanced, and the situation of neglecting ecological environment protection has changed significantly.
Second, the intensity of pollution control is unprecedented.Three "Ten Articles" were issued and implemented, namely, three major action plans for air, water and soil pollution prevention and control, and we resolutely declared war on pollution. The construction of environmental infrastructure such as sewage and garbage disposal has been accelerated.
Third, the frequency of system introduction is unprecedented.The central leading group for comprehensive deepening reform deliberated and adopted more than 40 specific reform plans for ecological civilization and ecological environment protection.
Fourth, the scale of supervision and law enforcement is unprecedented.Many laws, such as the Environmental Protection Law, the Air Pollution Prevention Law, the Water Pollution Prevention Law, the Environmental Impact Assessment Law, the Environmental Protection Tax Law, and the Nuclear Safety Law, have been revised, and the soil pollution prevention law has entered the legislative review process in the National People’s Congress Standing Committee (NPCSC).

The average concentration of PM10 in 338 prefecture-level cities nationwide decreased by 15.5% in 2016 compared with 2013.
Followed by the average concentration of PM2.5 in the three major regions. Compared with 2013, the Beijing-Tianjin-Hebei region decreased by 33%, the Yangtze River Delta region decreased by 31.3%, and the Pearl River Delta region decreased by 31.9% in 2016.
Through four years’ efforts, the proportion of excellent days increased from 60.5% in 2013 to 74.2%, an increase of 13.7 percentage points, while the proportion of heavily polluted days decreased from 8.6% to 3%, a decrease of 5.6 percentage points.
When answering a question about air pollution control, Li Ganjie said that it is necessary to make predictions and early warnings to win the blue sky defense war.

How to win?
