Jilin: Promoting the deep integration of technological innovation and industrial innovation

He stressed that it is necessary to thoroughly study and implement the spirit of the Third Plenary Session of the Twentieth CPC Central Committee and the Fifth Plenary Session of the Twelfth Provincial Party Committee, further strengthen the mechanism of scientific and technological innovation, aim at key areas, optimize special projects, strengthen provincial-level overall planning, build a high-efficiency transformation platform, promote innovative strength, factor allocation, systematization and synergy of talent teams, strive to overcome a number of key core technologies, promote industrial innovation with scientific and technological innovation, and promote high-level scientific and technological self-reliance and Jilin high-tech.
The meeting reviewed the second batch of organized and cohesive projects and the operation mechanism of the provincial scientific and technological innovation research institute, studied and solved relevant problems, and deployed the next step.
Hu Yuting pointed out that since the establishment of the mechanism of scientific and technological innovation, it has given full play to the role of "concentrating on doing great things", focused on the national mission and Jilin’s needs, and planned and implemented a number of special projects with the spirit of reform and innovation, which has provided strong support for the revitalization and development. It is necessary to further play the role of the mechanism, enlarge the advantages of science, education and humanities in Jilin, implement the innovation-driven development strategy in depth, strengthen the top-level design, project planning, platform construction and resource allocation, strengthen the research on engineering technology and applied technology, promote the precise docking of scientific and technological innovation and industrial development, and gain momentum for comprehensively revitalizing new breakthroughs.
First, we must aim at the development direction. Focusing on the needs of upgrading the industrial chain, seizing the new track and developing the future industry, we will focus on the "stuck-neck" technology that restricts development, adhere to the combination of top-down planning topics and bottom-up collection of topics, handle the relationship between original innovation and integrated innovation, concise key core topics, increase social R&D investment, consolidate the main position of enterprise scientific and technological innovation, promote the deep integration of scientific and technological innovation and industrial innovation, and accelerate the cultivation of new quality productivity.
Second, we must implement the special project of tackling key problems. We will start the second batch of special projects for tackling key problems as soon as possible, focusing on eight areas, such as hydrogen-driven intercity trains, remote sensing satellites and data processing applications, carbon fiber composite materials and products, hydrogen energy storage and application, modern seed industry and ginseng industry, to promote the concentration of scientific and technological innovation resources, strengthen concept verification and technical route demonstration, accelerate the integration of scientific research results, and prevent repeated investment and research and development. Adhere to the organic combination of effective market and promising government, give play to the radiation and driving role of scientific research results, improve the whole chain system of R&D, pilot and industrial application, and promote the early formation of landmark results.
Third, we should play the role of scientific and technological innovation platform. Optimize the operation mechanism of the provincial institute of scientific and technological innovation, based on the positioning of brokers in the transformation of scientific and technological achievements, play a greater role in the overall planning of scientific and technological resources, strength organization, transformation of scientific and technological achievements, introduce and cultivate high-level scientific research teams and talents, accelerate the incubation of innovative enterprises, and improve the overall efficiency of the scientific and technological innovation system.
