In 2012, the State Administration of Radio, Film and Television and National Cultural Heritage Administration issued a notice on further strengthening the standardization and management of cultural relics identification radio and television programs, requiring radio and television institutions at all levels to conduct a comprehensive inspection in accordance with the provisions of the notice.

The notice requires that the contents of radio and television programs for cultural relics identification must comply with the provisions of the Law of People’s Republic of China (PRC) on the Protection of Cultural Relics and related laws and regulations. The cultural relics used for identification in the program must be those collected by cultural relics collection units and obtained by citizens, legal persons and other organizations in a legal way; Cultural relics appearing in the program for identification must be cultural relics allowed to be bought and sold by law; Radio and television programs of cultural relics identification shall not engage in commercial activities of cultural relics, and shall not use radio and television programs of cultural relics identification to carry out commercial activities of cultural relics such as simulated trading and advertising.

Radio and television programs for cultural relics identification should be true in content. It is not allowed to fabricate stories about cultural relics, induce "treasure holders" to fabricate false collection stories, or to play "treasure holders" by actors in the program, or to suggest or ask experts to modify the evaluation results of cultural relics or overestimate the market price of cultural relics. Program production institutions should review the identity information of cultural relics holders and guests appearing in the program in advance to ensure the authenticity of relevant information displayed in the program.

On the other hand, the rise of online live broadcast of treasures not only satisfies the public’s curiosity about cultural relics knowledge and collection culture, but also exposes the weak links of industry supervision. Jianbao anchor judges the authenticity of cultural relics only by video images, and its professionalism and rigor have been questioned.

In April 2024, the Guiding Opinions on Promoting the Healthy Development of Online Auction Norms has clearly pointed out that platform autonomy and industry self-discipline are indispensable to strengthen the supervision and enforcement of online auction activities.

The live broadcast of Jianbao should also strictly implement relevant laws and regulations to ensure the transparency and fairness of the appraisal process and avoid misleading consumers and even becoming a hotbed of illegal cultural relics trading. The platform party shall strengthen the audit mechanism, and take measures such as taking off the shelves and banning the anchors and affiliated stores that do not have professional qualifications and have false appraisal behaviors according to law.
