In July, 2023, the Human Resources and Social Security Bureau of ningqiang county, Hanzhong City received complaints from workers one after another, reflecting that the former Hanzhong Qiangmo Bio-agricultural Technology Co., Ltd. had the problem of unpaid labor remuneration.
After investigation, the legal representative of the former Hanzhong Qiangmo Bio-agricultural Technology Co., Ltd. was Ji Xiaosong and the person in charge was Ma Tengjian. Due to poor management, 66 people were in arrears, and the total salary from January 2021 to December 2022 was 152,735 yuan. On October 17, 2023, ningqiang county Human Resources and Social Security Bureau issued the Instruction for Correction of Labor Security Supervision within a Time Limit to Ji Xiaosong and Ma Tengjian according to law, but Ji Xiaosong and Ma Tengjian failed to fulfill it within the time limit.
On December 26, 2023, ningqiang county Human Resources and Social Security Bureau transferred the case to the public security organ on suspicion of refusing to pay labor remuneration.
On January 2, 2024, ningqiang county Public Security Bureau officially put on record. On January 11, 2024, the arrears of wages were paid in full.
2. The case of Sichuan Zhongwanzhiye Construction Engineering Co., Ltd. defaulting on labor remuneration.

On November 10, 2023, the daily inspection of Fuping County Human Resources and Social Security Bureau found that the project of praying for the elderly and nursing homes in Dancun Town resumed work without any formalities. On November 13, 2023, the unpaid wages of the project triggered complaints and petitions from workers.
On November 23, 2023, Fuping County Human Resources and Social Security Bureau filed a case. After investigation, the company owed 98 workers wages of 1,200,745 yuan. Fuping County Human Resources and Social Security Bureau delivered the "Decision on Ordering Correction" to the company on the same day according to law, and the company failed to perform it within the time limit. On December 9, 2023, the Fuping County Human Resources and Social Security Bureau, together with the housing construction, public security and Dancun Town Government, handled the case on the spot, and the project owner Fuping County Dancun Clifford Pension Year Service Co., Ltd. paid the wages of 95 workers except Ren Huabing and labor subcontracting natural persons Yang Moumou and Luo Moumou in advance, and all of them were paid in place on the night of December 9.
On December 19, 2023, Fuping County Human Resources and Social Security Bureau listed the company in the list of joint disciplinary targets for wage arrears and dishonesty of migrant workers.
Three, Shaanxi Zhongdi Construction Engineering Co., Ltd. did not use the special account for migrant workers’ wages according to the regulations, resulting in arrears of labor remuneration.

Fuping County Human Resources and Social Security Bureau filed a case on the same day.
After investigation, after the subcontractor Shaanxi Zhonghonghui Construction Engineering Co., Ltd. submitted the salary payment form to the company, the company failed to pay the wages of migrant workers through the special account for migrant workers’ wages as required. On December 13, 2023, Fuping County Human Resources and Social Security Bureau served the company with the "Decision on Ordering Correction" according to law, and the company failed to perform it within the time limit. On January 18, 2024, Fuping County Human Resources and Social Security Bureau delivered the "Notice of Administrative Handling in advance" to the company according to law, and the company failed to perform it within the time limit. On January 24, 2024, Fuping County Human Resources and Social Security Bureau convened and urged the project supervision unit Fuping County Animal Husbandry Development Center, the construction unit Shaanxi Boling Dairy Co., Ltd. and Shaanxi Zhonghonghui Construction Engineering Co., Ltd. to negotiate together, and decided that Shaanxi Boling Dairy Co., Ltd. would pay 493,085 yuan in advance to the 40 workers who were in arrears with the outstanding project funds.
On February 2, 2024, under the full supervision of Fuping County Human Resources and Social Security Bureau, Shaanxi Boling Dairy Co., Ltd. paid 493,085 yuan to 40 workers.
Iv. The case of arrears of labor remuneration of Ankang Rural Time Agricultural Travel Development Co., Ltd.

In October 2023, Hanyin County Human Resources and Social Security Bureau received complaints from 38 workers, claiming that Ankang Rural Time Agricultural Travel Development Co., Ltd. owed 246,000 yuan in labor remuneration. After investigation, the company owed 246,000 yuan to 38 workers.
On January 8, 2024, Hanyin County Human Resources and Social Security Bureau delivered the "Decision on Correction of Labor Security Supervision Order" to the company according to law, and the company failed to pay it within the time limit.
On January 22, 2024, Hanyin County Human Resources and Social Security Bureau handed over the case to Hanyin County Public Security Bureau on suspicion of refusing to pay labor remuneration, and the case is currently under investigation.
5. The case of arrears of labor remuneration in Xunyang Branch of Ankang Decorator Famous Products Decoration Engineering Co., Ltd.

After investigation, it is true that the company owes 23 workers 108,800 yuan in labor remuneration.
From August 3 to September 27, 2023, the Human Resources and Social Security Bureau of Xunyang City successively served the company with the Instructions for Correction of Labor Security Supervision within a Time Limit, the Notice of Administrative Treatment in advance and the Decision of Administrative Treatment, ordering the company to pay within a time limit, but the company failed to pay within the time limit. Next, the Human Resources and Social Security Bureau of Xunyang City will apply to the People’s Court of Xunyang City for enforcement according to law.
Six, Ziyang County, Shaanxi Province, Qinba Mountain Selenium Tea Co., Ltd. arrears of labor remuneration case.

On July 25, 2023, 10 people, including Yang Moumou, reported to Ziyang County Human Resources and Social Security Bureau that the company was owed a total of 17,600 yuan in labor remuneration during 2021.
On August 2, 2023, Ziyang County Human Resources and Social Security Bureau delivered the Notice of Proof of Investigation and Inquiry to the company according to law, and then received complaints from 20 people including Jin Moumou.
After investigation, the company’s arrears of wages of 119,600 yuan are true. On September 20, 2023, Ziyang County Human Resources and Social Security Bureau delivered the "Decision on Correction of Labor Security Supervision Order" to the company according to law, and the company failed to pay it within the time limit. From September 26th to October 9th, 2023, Ziyang County Human Resources and Social Security Bureau successively delivered the Notice of Administrative Punishment in advance, the Notice of Administrative Treatment in advance and the Decision of Administrative Punishment and the Decision of Administrative Treatment to the company, and the company has not fulfilled its payment obligations so far.

On January 15, 2024, the Human Resources and Social Security Bureau of Baihe County served the company with the Order for Rectification of Labor Security Supervision in Baihe County within a Time Limit, on January 19, 2024, the Advance Notice of Administrative Handling of Labor Security Supervision, and on January 31, 2024, the company failed to pay it.
On March 11, 2024, Baihe County Human Resources and Social Security Bureau handed over the case to the public security organ on suspicion of refusing to pay labor remuneration. At present, the case is under investigation.
